Rlang-QQ: quasiquoter for inline-R code

in favor of inline-r
This quasiquoter calls R (http://www.r-project.org/) from ghc. Variables from the haskell-side are passed in. In the future, variables created (or modified) could be returned as the value of the quasiquote.
